Synchronous RPC access for trusted legacy plugin threads.

SDK 说明：

Construct on the ManagedPeer's running loop; call only from other threads.

The owner must keep that loop alive and close/join the peer before stopping
it. This adapter owns neither the loop nor plugin threads. A timed-out call
may already have mutated host state. Never retry automatically. It does not
implement a ToolDelta launcher or change legacy event delivery semantics.
