Real C ABI binding for the fixed, managed ToolDelta item-maker path.
Original plugin code keeps its LIB call. The domain restores checked ctypes
declarations after original load_lib, then copies and frees each C result once.
The C shim has no connection, scheduler, asynchronous native work or replay.NativeItemBridge
