Prepare locally; encode in the Host at claim using the fenced connection.

No diagnostic codec RPC is part of prepare or submit. Mutating the model
later cannot alter a prepared intent. Retain the intent and operation ID
when admission or dispatch is uncertain; this helper never retries.
